Aucune \u00e9conomie n&rsquo;est faite lorsqu&rsquo;il s&rsquo;agit du bien-\u00eatre de la population.<\/em><\/strong><\/p>\n\n\n\n<p>Le positionnement sur le march\u00e9 des titres publics de l&rsquo;Umoa est aussi un des moyens employ\u00e9s par le pays pour sortir tout le monde de la pauvret\u00e9. \u00c0 chaque sortie, le Togo arrive \u00e0 tirer son \u00e9pingle du jeu.<\/p>\n\n\n\n<p><strong>Umoa-Titres, c&rsquo;est quoi&nbsp;?<\/strong><\/p>\n\n\n\n<p>C&rsquo;est une agence sp\u00e9cialis\u00e9e de l&rsquo;Union mon\u00e9taire ouest-africaine (Umoa) qui g\u00e8re les op\u00e9rations li\u00e9es aux titres publics \u00e9mis par les \u00c9tats membres de l&rsquo;Union \u00e9conomique et mon\u00e9taire ouest-africaine (Uemoa).<\/p>\n\n\n\n<p>Les titres publics sont des&nbsp;titres de cr\u00e9ance qui viennent r\u00e9pondre \u00e0 un besoin de tr\u00e9sorerie de la part de l&rsquo;\u00c9tat.&nbsp;En effet, le march\u00e9 des titres publics est l&rsquo;unique march\u00e9 r\u00e9gional, par adjudication, exclusivement d\u00e9di\u00e9 au financement des \u00c9tats membres de l&rsquo;Uemoa.<\/p>\n\n\n\n<p>Les \u00e9metteurs souverains sollicitent, \u00e0 travers des proc\u00e9dures adapt\u00e9es, l&rsquo;\u00e9mission de titres publics souscrits par des acteurs sp\u00e9cifiques pour leur compte propre ou pour celui de tiers.<\/p>\n\n\n\n<p>Le march\u00e9 est donc compos\u00e9 des&nbsp;\u00e9metteurs, des&nbsp;sp\u00e9cialistes en valeurs du Tr\u00e9sor, des interm\u00e9diaires de march\u00e9 et des autres investisseurs comme les particuliers,&nbsp;les entreprises et les organisations.<\/p>\n\n\n\n<p><strong>Le Togo en fait ses choux gras<\/strong><\/p>\n\n\n\n<p>Le pays b\u00e9n\u00e9ficie de la participation au march\u00e9, car il facilite la lev\u00e9e de fonds pour le gouvernement en lui permettant d&rsquo;\u00e9mettre des titres publics sur les march\u00e9s financiers r\u00e9gionaux. Ces fonds sont ensuite utilis\u00e9s pour financer des projets de d\u00e9veloppement dans les secteurs des infrastructures, de l&rsquo;\u00e9ducation, de la sant\u00e9, de la logistique, etc.<\/p>\n\n\n\n<p>\u00c0 travers ce financement alternatif, Umoa-Titres renforce la stabilit\u00e9 financi\u00e8re du Togo, stimule l&rsquo;activit\u00e9 sur les march\u00e9s des capitaux r\u00e9gionaux, encourage l&rsquo;investissement priv\u00e9 et favorise la croissance \u00e9conomique \u00e0 long terme.<\/p>\n\n\n\n<p>Le 24 mai 2024, le Togo a achev\u00e9 une nouvelle sortie sur le march\u00e9 des titres publics. \u00c0 la recherche de 35 milliards de francs CFA, il a finalement r\u00e9ussi \u00e0 obtenir 38,5 milliards.
