Elle accro\u00eet la participation citoyenne dans la gestion des affaires sociopolitiques.<\/em><\/strong><\/p>\n\n\n\n<p>Dans certaines localit\u00e9s du pays, le processus est en cours et porte ses fruits depuis qu&rsquo;il a \u00e9t\u00e9 lanc\u00e9. C&rsquo;est le cas \u00e0 Haho, dans la r\u00e9gion des Plateaux.<\/p>\n\n\n\n<p>Parmi les avantages tir\u00e9s de la d\u00e9centralisation, il y a le renforcement de la d\u00e9mocratie locale. Au niveau local, plus de pouvoir est donn\u00e9 aux repr\u00e9sentants locaux, ce qui leur permet d&rsquo;\u00eatre actifs sur les questions qui les concernent directement.<\/p>\n\n\n\n<p><strong>Les services publics sont assur\u00e9s<\/strong><\/p>\n\n\n\n<p>Le meilleur d\u00e9veloppement est celui qui est construit par les communaut\u00e9s elles-m\u00eames. C&rsquo;est cette approche qu&rsquo;adopte le gouvernement togolais.<\/p>\n\n\n\n<p>Dans la commune de Haho 2 par exemple, la d\u00e9centralisation conduit \u00e0 une plus efficiente prestation des services publics dans les secteurs de l&rsquo;\u00e9ducation, de la sant\u00e9, de l&rsquo;eau potable, de l&rsquo;\u00e9lectricit\u00e9, de l&rsquo;assainissement, du commerce, etc.<\/p>\n\n\n\n<p>Les autorit\u00e9s locales identifient les besoins des communaut\u00e9s et allouent des ressources n\u00e9cessaires pour les assouvir. Elles tournent sur les taxes collect\u00e9es et la partie des imp\u00f4ts que leur verse l&rsquo;Office togolais des recettes (OTR) chaque ann\u00e9e.<\/p>\n\n\n\n<p><strong>Des projets de d\u00e9veloppement sont mis en \u0153uvre<\/strong><\/p>\n\n\n\n<p>Dans ladite commune, les projets de d\u00e9veloppement ont consomm\u00e9 95 % du budget communal en 2023. Plus exactement, la commune de Haho 2 a allou\u00e9 196 millions de francs CFA \u00e0 des projets de d\u00e9veloppement sur son budget total qui s&rsquo;\u00e9l\u00e8ve \u00e0 205 millions de francs.<\/p>\n\n\n\n<p>Durant l&rsquo;ann\u00e9e pass\u00e9e, les initiatives entreprises dans la commune sont la r\u00e9habilitation des march\u00e9s avec l&rsquo;installation des hangars, l&rsquo;\u00e9quipement des \u00e9coles en tables et bancs, la construction de ponceaux et de forages dans les villages.<\/p>\n\n\n\n<p>Dans la localit\u00e9 o\u00f9 l&rsquo;agriculture nourrit beaucoup de bouches, ces actions ont eu un impact direct gr\u00e2ce \u00e0 la disponibilit\u00e9 des infrastructures locales.<\/p>\n\n\n\n<p>Les ressources utilis\u00e9es pour ces r\u00e9alisations sont majoritairement issues des recettes et du Fonds d&rsquo;appui aux collectivit\u00e9s locales (Fact), confirment les autorit\u00e9s municipales.<\/p>\n\n\n\n<p>Pour cette ann\u00e9e en cours, il est pr\u00e9vu dans cette commune de Haho 2 le renforcement de l&rsquo;agriculture locale, l&rsquo;am\u00e9lioration de l&rsquo;acc\u00e8s aux services de base et la promotion du bien-\u00eatre.<\/p>\n\n\n\n<p><strong><em>La R\u00e9daction<\/em><\/strong><\/p>","protected":false},"excerpt":{"rendered":"<p>La d\u00e9centralisation, en \u0153uvre au Togo dans le cadre des r\u00e9formes visant \u00e0 renforcer la gouvernance locale, promeut le d\u00e9veloppement r\u00e9gional.
