C&rsquo;est le Togo qui s&rsquo;affirme au f\u00e9minin.<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sur 78 378 agents publics, 19 335 sont des femmes, soit environ 24,7 % des effectifs. Au niveau de l&rsquo;encadrement, elles occupent 3 486 postes de responsabilit\u00e9 sur 15 303, repr\u00e9sentant 22,78 %. La question qui s&rsquo;impose est simple mais essentielle : s&rsquo;agit-il d&rsquo;un bon ou d&rsquo;un mauvais signe ?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Une progression encourageante<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">D&rsquo;un c\u00f4t\u00e9, les donn\u00e9es \u00e9voqu\u00e9es t\u00e9moignent d&rsquo;une pr\u00e9sence f\u00e9minine r\u00e9elle dans l&rsquo;appareil administratif. Le fait que pr\u00e8s d&rsquo;un quart des agents publics soient des femmes indique une progression vers une meilleure inclusion, surtout dans un contexte o\u00f9, historiquement, les fonctions administratives et d\u00e9cisionnelles \u00e9taient fortement masculinis\u00e9es.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le principe du budget sensible au genre, justement, vise \u00e0 corriger ces d\u00e9s\u00e9quilibres structurels en int\u00e9grant la dimension de l&rsquo;\u00e9quit\u00e9 dans la gestion publique.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">D&rsquo;un autre c\u00f4t\u00e9, les chiffres r\u00e9v\u00e8lent quelques limites que sont en train de corriger le gouvernement, prenant en compte les barri\u00e8res souvent invisibles mais persistantes, allant des st\u00e9r\u00e9otypes sociaux aux m\u00e9canismes de promotion interne, en passant par les contraintes li\u00e9es \u00e0 la conciliation entre vie professionnelle et vie familiale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les r\u00e9sultats de 2025 peuvent donc \u00eatre interpr\u00e9t\u00e9s comme un signal interm\u00e9diaire. Ni un \u00e9chec, ni une victoire aboutie. Plut\u00f4t une transition en cours, o\u00f9 les fondations de l&rsquo;\u00e9galit\u00e9 sont pos\u00e9es mais encore fragiles, mais avec la certitude que la \u00ab\u00a0f\u00e9minisation\u00a0\u00bb de l&rsquo;administration publique est de plus en plus r\u00e9elle sur le territoire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Faire davantage<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour transformer cette pr\u00e9sence relative en v\u00e9ritable parit\u00e9, plusieurs leviers restent essentiels et les pouvoirs publics sont d&rsquo;accord&nbsp;: le renforcement des politiques de promotion interne, quotas ou objectifs chiffr\u00e9s dans les postes de direction, mentorat des jeunes fonctionnaires f\u00e9minines, application rigoureuse des principes du budget sensible au genre au-del\u00e0 des intentions d\u00e9clar\u00e9es.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C&rsquo;est donc tout naturellement que ces chiffres sont comme un miroir de la transformation sociale en cours au Togo. Ils montrent un mouvement r\u00e9el, mais encore incomplet. Le d\u00e9fi n&rsquo;est donc pas seulement d&rsquo;augmenter la pr\u00e9sence des femmes dans l&rsquo;administration, mais de garantir leur acc\u00e8s \u00e9quitable aux lieux o\u00f9 se prennent les d\u00e9cisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L&rsquo;engagement du pays \u00e0 y parvenir est infaillible, lui qui met d&rsquo;habitude beaucoup de moyens pour atteindre ses objectifs.
